Soda ash changes the pH of fibre reactive dyes such as Jacquard Procion MX and cellulose fibres so that the dye reacts with the fibre, making a permanent connection that holds the dye to the fibre.
It actually activates the fibre molecules so that they can chemically attack the dye.
(It can also be used with silk, but not other protein fibres such as wool.)
